KEYWORD COMPETENCIES - might help if people are searching for your CV on a job board like eFinancial....but not a good idea if your sending it straight to a bank or recruiter. Best to delete this section I think? What do others reckon?

The unique selling proposition is not unique.
Also, in the achievements section, "Delighted clients on various occasions"?
It all just sounds a bit amatuerish and nothing about it really stands out (for the right reasons anyway).

He sounds enthusiastic and possibly someone with a sense of humor. That said the wording of this is poor/immature with loads of "corporate speak". I do not like "employment scan" nor "keyword competencies". Maybe this is because I am older. Great phrase, "Delighted clients on various occasions". My impression is that while probably a hard worker he is tardy (there are a number of grammatical errors) and needs to be supervised/mentored for a few more years.  My guess is that this guy would be more likely to get a job from use of contacts/interview than from his CV. He probably is confident personally but not on paper. Need dates.

Assuming you are looking for a job in Australia:
"Analyzing" is US spelling. Signals that you're not from here, or at least that you're not familiar enough with how things are done here to know how to spell like a local.
I suggest you generalise, make your skills more "Meta", and save the details as examples for the interview.
"Municipal" ditto. Australia has local governments, not municipalities.
Knowing US GAAP is maybe useful, but only if you also know Australian accounting standards.

How about stating something along the lines off "provided excellent customer service"

I would really like to know some specific achievements - of the candidate, not their team - in each role.  A few specific examples, with numbers to support them, would be worth more than a host of vague statements.  Also agree the USP is no USP.  If this was in a pile of resumes, it would be easily missed/dismissed.

Dump "Keyword" in the heading title. "Competencies" plainly bites it. That portion is sort of a summary of what you're made of.  However, it's composition is kinda sporadic and unclear and this could reflect a negative impression. It's not organized. You could also arrange it in bullet and in brief statements. Quantify your  Achievement and Results portion to impress. Trash generic statements such as "holds calls with client", "communicate with client". We all do that. "Team Member"? At least say what kinda team.
